Jesus answered and said unto him, Verily, verily, I say unto thee, Except a man be born again, he cannot see the kingdom of God.

If you cannot see the kingdom of God you will surely be in hell. There is no where else to go.

If a man abide not in me, he is cast forth as a branch, and is withered; and men gather them, and cast them into the fire, and they are burned. 

Let death seize upon them, and let them go down quick into hell: for wickedness is in their dwellings, and among them.

To answer your question..yes people will go to hell. You cannot enter the kingdom of heaven less you be born again. If you are not going to heaven the only other place to go is hell.

Thou shalt beat him with the rod, and shalt deliver his soul from hell.
