The seven spirits of God represents the presence of the Holy Spirit at the Throne of God. The language may come from the seven fold expression of the spirit [Isaiah 11:2]. The Holy Spirit is like a burning fire filled with judgement against sin and the purity of God.
[Isaiah 11:2]---the seven spirits (1)the spirit, (2) wisdom, (3)understanding, (4)counsel, (5)strength, (6)knowledge, and (7) the fear of the Lord. The sevenfold gift signifies the fullness of the gift.(The Messiah is filled with the Spirit, and His charismatic gifts are these just described)

I am not an expert in the book of Revelations but I know that many of the things mentioned in the book of Revelations is abstract or symbolic and not literal. We know that the Holy Spirit is One person. I think and I concur with some of the commentators of the Bible (e.g. check out the JFB commentary to this verse), that the seven lamps of fire which represents the seven Spirits of God stands for the perfect ministries or work of the Holy Spirit. The word seven in the Bible stands for perfection and that is why it is used to describe the work of the Holy Spirit. We see in [Revelation 5:6] also a description of the Holy Spirit. As we know, the Holy Spirit is sent forth as a gift of the Father and as a gift from Jesus ... that He will never leave us alone but has sent us a Comforter. Revelations 5:6 confirms this and say that the Holy Spirit is sent forth from the Lamb that was slain and He has seven horns and seven eyes, which are the seven Spirits of God sent forth into all the earth. This seems to suggest also that the lamps, the horns and the eyes are a description of the Holy Spirit ministry on earth and that it is a perfect ministry which flows from the throne of the Lamb of God.
