My Life Application Commentary says that Paul is contrasting the old WAY of the written code with the new WAY of the spirit. Based on this, the verse seems to mean that God used to require us to live by rules which incidentally all of us fail to keep. Now we are to instead live by the Spirit. Through His power, we can dedicate our lives to growing in and loving God.
